North Minahasa: The First Regency in Indonesia with Globally Recognized Climate Action Plan
DIANSSULUT.COM, JAKARTA – The Regent of North Minahasa, Joune James Esau Ganda, impressed the participants of the Global Covenant Of Mayors for Climate and Energy (GCoM) South East Asia meeting, when he spoke to deliver a presentation on the best practices for the Climate Change Action Plan in North Minahasa Regency. The meeting took place on Wednesday (30/8) at Ayana Mid Plaza Hotel in Jakarta.

In his presentation, Regent Joune Ganda expressed his gratitude for choosing North Minahasa Regency as one of the 4 pilot regions in Indonesia by 2023, along with Medan City, Pontianak City, and Tangerang City. He emphasized that this achievement was made possible through collaboration between stakeholders, partnerships with ministries, and international support through alternative funding.
Regent Joune Ganda highlighted the need for financial support from the central government and international institutions in order to achieve successful climate change efforts in North Minahasa. He explained that North Minahasa has the largest Solar Power Plant (PLTS) in Indonesia, with a daily installed capacity of 20 MW. This PLTS is located around the Likupang Super Priority Tourism Destination (DPSP) area. The Regent also emphasized that this PLTS is one of the factors that contributes to emissions reduction, along with the important role of the Tonsea Lama Hydropower Plant, which contributes nearly 40 percent of the use of New and Renewable Energy (EBT) in North Minahasa.

The beloved husband of Rizya Ganda Davega, is optimistic about the potential of EBT in North Minahasa Regency, especially the PLTS in Likupang, which is one of the largest in Indonesia and the only one located in the DPSP area. His presentation was enthusiastically received by the participants of the event.
In addition, the presence and abilities of Regent Joune Ganda in presenting the potential of Tourism Infrastructure and EBT in North Minahasa also caught the interest of many. The Regent hopes that the promotional video showcasing the natural beauty of Likupang, North Minahasa, will be the only video allowed to be played during all ongoing international activities.
Furthermore, Regent Joune Ganda mentioned that technical discussions on alternative funding with the Ministry of Finance and representatives of the European Union would be held the next day. This demonstrates the Regent’s commitment to addressing climate change and seeking appropriate funding for the action plan in North Minahasa.
Data also shows that North Minahasa Regency is the first regency in Indonesia to have a globally recognized Climate Action Plan. This fact was revealed in the GCoM workshop held at Ayana Midplaza Jakarta on August 30-31. The workshop was opened by Ms. Henriette Faergemann, a representative of the European Union, and attended by representatives from Indonesian Regencies/Cities and selected municipalities in the Asia-Pacific region. The Secretary of North Minahasa, Ir Novly G Wowiling MSi, will also present the need for alternative funding for the climate change action plan in North Minahasa.
